CMS sets the geographic rating areas each state uses for individual and small group health insurance. Kansas has seven. Every county belongs to exactly one, and every carrier files a factor for each area it serves. That factor is one of the multipliers in your premium, alongside your plan, your employees' ages and who enrolls.
Two employers buying the same plan from the same carrier can pay different rates simply because their employees work in different areas. When a business has staff in more than one area, carriers rate the group by where it is based and how its people are spread, so we quote it that way.
